Plans of Safe Care are essential to supporting infants and families affected by substances. The Comprehensive Addiction Recovery Act (CARA) established requirements to meet the needs of substance exposed and substance affected infants and their families with the development of a Plan of Safe Care for infants born and identified as being affected by substance use (legal or illegal), withdrawal symptoms or a Fetal Alcohol Spectrum (FAS) Disorder.
